Public procurement

Haavind is one of Norway’s leading law firms in public procurement.

Our experienced lawyers have extensive experience assisting both contracting authorities and suppliers at every stage of the procurement process. Our team includes, among others, a member of the Norwegian Complaints Board for Public Procurement (KOFA), the former head of the procurement team at the Office of the Attorney General, and members of the secretariat for the committees that presented NOU 2010: 2 and NOU 2014: 4.

Through framework agreements with contracting authorities such as Bane NOR, the Norwegian Public Roads Administration, the Norwegian Armed Forces, Sporveien Oslo AS, a number of county authorities and municipalities, as well as key suppliers to the public sector, we acquire extensive practical experience in this field. Our lawyers assist with, among other things, quality assurance of tender documents and tenders, evaluation and award processes, and complaints to contracting authorities. We also assist with handling complaints to KOFA and applications for interim injunctions, as well as claims for damages for breaches of the procurement regulations. Our team has litigation experience before the Norwegian Supreme Court and the EFTA Court.

Several of our lawyers are regularly engaged as lecturers, including by JUS. We also offer internal and external courses for both contracting authorities and suppliers, and keep you updated through our newsletters and seminars.

What really distinguishes Haavind is its combination of top-tier legal expertise with a genuinely collaborative and forward-thinking culture.
