Lars Eirik Arnecke Hovland works in one of Norway’s largest and highest-ranked construction law departments, where he specializes in dispute resolution, public procurement, and construction and contract law.

Lars Eirik has assisted in several complex final settlement disputes, as well as providing ongoing legal advice in both building and civil engineering projects. He assists both clients, contractors, and subcontractors, and has particular expertise in road and operations contracts and technical contracts. Lars Eirik has experience handling financial settlements in complex projects and has been seconded to the legal department of one of Norway’s largest technical contractors.

Lars Eirik assists contracting authorities throughout the entire procurement process, including development of procurement strategies, quality assurance of tender documents, contract award, and handling of complaints. He also has extensive experience assisting the supplier side, including quality assurance of bids and complaints to the client. Lars Eirik has contributed to several complex legal assessments, including Haavind’s assessment of the the remedies directives for the Public Procurement Committee. He has a particular interest in EU/EEA law, Swedish and Danish law, as well as defence and security procurements.
